Strategies and Technologies for Integrated Land Administration and Management of
National Resources– the DataGrid Approach
Efficient and reliable Land
Administration is increasingly becoming a global necessity. Desirability or need
for improved reliability and efficiency is real in all countries in the world.
DataGrid proposes especially developed equipment, methods and procedures. We are
committed to offering “turn-key” solutions adapted to local conditions and
constraints. The result is improved efficiency of determining, recording and
disseminating information about ownership, value and use of land. Our system can
be tightly integrated with sensitization. DataGrid also suggests methods to
manage or administer land data and the integration of land Information systems
with broad national management for increased utility and better return on
investment.
The DataGrid system of software and hardware can be
customized specifically for Sub Saharan and related conditions elsewhere.
- In an environment where there are few professionally
trained surveyors, it can be used by non professionals after only 2 days
training, with supervision.
- It is not necessary for a professional surveyor to be
in the field with the non-professionals, checking can be done in the office.
This means that the few professional surveyors can cover more ground.
- Technical errors can be automatically eliminated by
repetitive field observations done by non-professionals. This means that
less time has to be spent on post processing by professionals and there are
no return trips to the field and the whole exercise is far cheaper in terms
of labour costs, but at the same time employing more people.
- As many professional surveyors in Sub Saharan Africa
have not been trained in GPS, even normal post processing can be a problem.
This equipment is set up in such a way as to simplify the post processing so
that it can be done by most professional surveyors. This means that the
professionals have to spend less time in post processing and that more
professionals are capable of undertaking the management of these jobs.
- The equipment can be set up to prevent any tampering
with boundary results after the survey, to limit opportunities for corrupt
behaviour.
- It is not essential to place monuments or beacons
often used by the courts as first evidence of rights and to be able to
replace the evidence of boundaries later. The coordinates are sufficient
evidence to be able to secure the boundaries at any future time. This saves
costs and time on monumentation.
